The Neighborhood Impact Study (EIV) Relating to the Occurrence of Noise Emissions

Abstract

The problems arising from the increase in noise levels, from the existence or potential implementation of residential, commercial, service or industrial enterprises, are a reality. There are constant complaints and the demand for action by the public authorities. The City Statute, Federal Law nº 10.257, of July 10, 2001, instituted the Neighborhood Impact Study (EIV) which, by demanding the existence of minimum conditions that guarantee quality in the surroundings of the place where the study is necessary , encompasses issues related to noise. It is up to each municipality to establish the criteria to be applied to the EIV, as well as the definition of which undertakings are required to submit it, as a condition for its release. Most Brazilian cities have not yet defined the minimum necessary items or when the technical reports should be sent, containing the assessment of the sound pressure level produced. This article presents the results of an exploratory research, of an applied nature that used, as a technical procedure, the case study of the city of Santa Maria, in Rio Grande do Sul. For the elaboration of the work, more than a hundred Neighborhood Impact Studies (EIVs) were examined, focusing on noise emissions. A computational tool was developed for the analysis of the EIV, which can be used by any City Hall, aiming to standardize the method of evaluating these studies, specifically in the area of ​​sound emissions, contributing to the quality and agility in the elaboration and analysis of the EIVs.
